Transport Project Preparation and Evaluation Transport Expert - European Commission (Europeaid) Providing on-going consultancy assistance to the European Commission (Europeaid) as a specialist transport expert for the EC’s TACIS programme of technical assistance to the former Republics of the Soviet Union. This work has included both a 14 month secondment to the Commission in Brussels and subsequent work in the UK and the Russian Federation. He has been responsible for the design of projects and preparation of Terms of Reference for over 20 projects in the aviation, rail, road, maritime and multi-modal sectors EC CARDS Programme Economist for the preparation of Terms of Reference and evaluation of tenders for a major project (EUR 5.0m) to strengthen institutions involved in air traffic control and aircraft safety in the Balkans, funded under the EC’s CARDS Programme. The work is undertaken in conjunction with DG TREN, Eurocontrol and the European Joint Airworthiness Authority (JAA) EC ISPA Programme Transport Economist for the preparation of Terms of Reference for a multi-modal study to develop Warsaw as a transport node in connection with Pan European Corridors I, II and IV. The study, which is funded under the EC’s ISPA Programme, is designed to identify potential rail and road infrastructure projects which could be financed using public/private partnership funding and possible future EC Structural/Cohesion Funding following Poland’s Accession to the European Union
